level slower, Don't use any exp gear don't do quests and fight lower level mobs Problem solved.
All of the issues are issues you can fix your self.

Not really because there is no sense of consequence. I could get a dagger, wear nothing, use no skills, and still do most of the pve content.

You don't have the ability to raise the difficulty yourself. I've already explained to you why that is.

Bucket and Broom only, no CP
Leveled a character that way and yes, it is a lot more challenging ...

I go much harder than this and still fall asleep. I've never in my 1500 hours crafted any training set.
