Players who haven't experienced all the skills and classes the game has to offer shouldn't be asking for nerfs/buffs in the first place.

For example, it's ludicrous to hear "CC is OP, pls nerf" from someone who doesn't even know that break free is a thing.
Or in general, from people who have no idea how the game works at a sufficiently high skill level.

From what I have seen on these forums "casuals" typically have the most intellectual opinions.

Common misconception there. You are assuming that a casual player doesn't put in the time that hardcore players put into the game.I know a lot of players (full guilds of them) that have no interest at all in vet content yet manage to log hours and hours into the game. Changes affect them as much as they do the hardcore players so of course they should have the same voice.

In some way.. they do but also dont.

Players should always have a say in what they want to see on a game, gameplay wise.
However one shouldn't ask for balance changes if they have zero to little experience with and the majority of casual players just aren't that big into (class/ability balancing, etc.)

I think they should have a voice, for one simple reason: the grand majority of the players ARE happy-go-lucky casuals.

I realize the inherent dangers of allowing people a voice who are largely ignorant about most of the issues; we see them borne out every election cycle. BUT the problem with restricting balancing discussions only to the players who play in the top tier of their classes is that then things get balanced *around people playing at the top tier of their classes*. If you're balancing things with the assumption that everyone can animation cancel, LA-weave, and has their full rotation down to muscle memory, then the game will become inherently UNbalanced for people for whom those criteria are not true.

In essence: If you balance to top-tier players, the game becomes unbalanced for casuals. If you balance for casuals, the game will be unbalanced for top-tier players. BUT, casuals make up the crux for the playerbase, and ZOS knows what side its bread is buttered on. It therefore makes no sense to ignore casuals in discussions about balance.
