Edit: I see what you’re saying. I mean I’m fine refreshing it after 4 seconds. To me the duration change doesn’t matter I’m much more concerned about the ticks. I do agree though that the nerf was premature given rally nerf, protective nerfs and dot buffs.
Resolving Vigor is about 14% weaker on PTS, costs 600 less stamina and is 1 second shorter. Not really a buff.

And should only get stronger the more times you cast it, 8secs vs 10secs, 12 secs vs 15 secs etc etc

Resolving vigor was OP in group play.. did you ever played against 5 stamina classes using this crap stacking resolving vigor onto each other? Prolly not
..
Many people do not realise the 85% buff initially is based off the AOE part of resolving vigor, not the self heal part which is 30% stronger than the aoe part on live. So in the first few pts resolving vigor really only got a 40-45% buff, not 85%. Now with this 28% nerf, if you do the math correctly its healing per tick is only 7-8% stronger compared to live, which is completely useless considering you get one less tick and you lose your precious momentum HOT.

Naked, without passives etc each tick of vigor heals 50 points more each second.
So hps buffed.
But you got shortened duration for 1 second, means you lose 1gcd for offensive.
So overall vigor still buffed compare to live, but in same moment your dps sneaky nerfed. Lmao
Also, same naked without passives and att points( now poops will hit fan, be ready)
Zos week 1: we buffed vigor’s self heals and made it a more reliant and powerful heal over time
