    With NPc who bug and give you bounty when you're not even detected.. +The fact than thieve thing are about RNG, no thank.
    If we can't have a skill related system their is no reason to punish player when RNG say "no" to them.

    Gold would be taken from the player with a bounty, if not enough he would respawn still with the remaining bounty but no longer vulnerable to players attacks, untill commiting next crime ofc.

    To make it more interesting, if the player with a bounty wins, his bounty is payed fully or partially from the gold of a player who tried to kill him.

    Or even better, the bounty is fully payed from the gold of the enforcer, if not enough he gets the bounty!

    Let's walk before we run: If you witness any crime, the criminal player gets a bounty as if they had been witnessed by an NPC. Providing you do not yourself have a bounty or heat. Probably also need a toggle in Options.

    If that doesn't get pulled from the game, then we can try some version of your idea on PTS.

    Tbh, just copy from WoW - if player enables "world PVP" mode he receives +30% increased rewards for everything in overland but can be free killed by members of other alliances (which have PVP mode enabled). If PVP mode is enabled make all guards of opposing alliances hostile by default. PVP mode can be disabled/enabled only while being in alliance capital building.
    Idk why this was not implemented yet, it will make game way more fun and lively. And those who don't want to participate are completely free from it if they don't turn on World PVP.

    Have to ask why you want to make this game more like other similar games? Why not go play the other game?

    For me, this would be then end of my ESO addiction. If i want pvp, I go to Cyrodiil. Overland i want to chose if i play with others or not. Its bad enough dealing with unkillable guard npcs - but other players? Especially ones that have a tendency to be very childish & petty? No. Gods, no.

    And one more problem - you know how bad the lag / dcs are in Cyrodiil at the moment? And you want this for the entire game?!! 🤣🤣

    I want this because I love TES lore and universe, but overland (base game zones at least) is pointless snoozefest with zero immersion, without feeling of danger and with miserable rewards which are easily overshadowed by daily crafting writs. Addition of world PVP similar to WoW will fix all of that.

    And this is completely optional feature, if you don't turn on world pvp, nothing changes for you.

    Hell no. Ew. Dueling is already too much PvP in PvE areas, it's annoying and noisy and visually unappealing and causes lag. Forced PvP in PvE areas would be all that plus unwanted PvP. Such a thing would nope me and a couple of dozen people I know out of the game immediately. Gross.

    I really envy you all guys, who are not bored by base game overland. I don't have a clue how you do this. And yes for my questing characters CP are disabled and gear/food is only what dropped w/o any improvements.

    Why 2 games? it is just a switch which you can turn on or off in certain game zones. If you switch it on you can attack players of other alliances who turned this switch on too. If player doesn't turn this switch absolutely nothing will change for him.

    And I don't want cadwell's gold or whatever, I want both players and NPCs of other alliances to be hostile, for immersion reasons.

    The less forced interaction between players the better as far as I'm concerned. Being able to mudball other players is annoying enough. So is having the noise and chaos of duels in the middle of a busy crafting area.

    When they announced the addition of the ability to kill NPCs they said there WOULD be the option for other players to help the guards .. sadly the huge whine-fest that ensued about not allowing 'world PVP' meant ZOS reneged on that.

    Let me be clear, I loathe PVP and never do it but I certainly would if I could help the guards kill the hard-ass-wannabes that seem to like this sociopathic behaviour then I certainly would.

    I'll be OK with that the day we have the same as in solo games : no more witness, no more bounty. And obviously, we should be able to PvP kill any player witness to that effect.

    That was an pretty good idea, however it has some downsides like popular thieving spots where it tended to be other players around stealing and would end up reporting each others.
    Kind of had to be an flag you set at an location who prevented you from stealing.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
