As for C, you are required to do murderous or thriving activities in other zones for the repeatable quests in order to advance the skill line to advance the quests. Quests like "Murder this guy in Skywatch" or "Steal 10 craftsmen items". This would very much impact players doing TG and DB content.

Yeah but it would less 'campable' than in the DB and TG zones where you know theft and murder are going to happen at a near constant level. I don't think it would be as bad as IC or Cyrodil is for questers. You'd just have to be more aware of thieving and murdering and watch for players as well as npcs (I'm going with it has to a witnessed murder/theft by another player not just any npc witnesses it and you get your standard bounty and any player or npc gaurd can collect on it). I don't think the latter would be fun at all but I do like the idea that if another player witnesses your crime they can intervene.
Also the suggestion that this should be a feature you can click on or off could add an extra layer for those who don't want in on it.

No, Dark Brotherhood quests require you to kill people.
Already had some idiot follow me around yelling MURDERER! while I was doing a killing spree quest.
I caved and let him duel me so he would get lost, he got to have his justice by defeating me and I went straight back to killing people in peace.
