Thing is, buyers are willing to 'risk' it because they're not risking anything. If Zenimax publicly banned buyers most would stop at once fearing loss of the account and the 'investment' they had made.
But, as I said before, the revenue Zenimax and other gold-buyer-loving MMO companies bring in .. of which Turbine was clearly not one .. means RMT are a permanent feature of this game because buyers have no reason to fear.

I have to agree with this about the buyers don't have anything to fear. If there was a punishment for buying gold, this in itself would lessen the gold sellers.
I know GW1 would have a GM come in and kill 1000s of players with a ban hammer for buying and selling gold. It was awesome to watch I forget his name but he looked like the reaper. And they did a good many times and the gold sellers started to slowly fade to almost nothing.
But they did indeed ban buyers as well. A friend of mine bought gold and bragged about it...>.> She met the doomslayer of GW1. She was perm ban from the game.

There's gold sellers in WoW as well....and the buyers aren't banned ever, however they don't spam zone chat anymore...which is rather nice. Not that I have played WoW in a while.

Totally not true, confirmed gold buyers were banned in number of thousands, and that was stated many, many times. There wre at least 3 giantic ban waves for gold buyers. What you've just said, is, that they can ignore cheaters becasue they are paying customers. Buying gold from bot gold farmers is cheating game economy, and other players, by gaining something that was not created by the player - same as duplicating items. The only difference is when duping items you don't pay for it. Buying gold is basicaly duplicating a game item by outside 3rd party means, and that's cheating.

That would be as reasonable as arresting slave sellers, but leaving alone slave keepers. Becasue, they, like, don't create the problem.
Gold TRAFFIC is bad, from both sides. Buyer creates market. If there would be no ***, there would not be people who profit on them exploiting children.
