I don't care what they do with echoing vigor, but the single target heal should absolutely not be touched. With the removal of rally HoT vigor is the only reliable stamina heal in the game for most classes. Alongside that, the changes made to rapid regen makes it a magicka vigor, so if resolving vigor is nerfed, rapid regen should also be adjusted in the same way.
I’m pretty sure they’re talking about echoing vigor. Never know though.
... and yes, I’m pretty sure if resolving vigor is reduced rapid regen will be reduced too. This is PTS, expect changes.

vigor heals for noticeably more damage rapid regen. They are not comparable. A nerf to vigor should not equal a nerf to rapid regen.

There are no reliable mag heals not tied to a weapon skill line either though. Fortunately my main (magden) has access to an entire skill line involving heals, but part of the reason I mostly quit playing my magblade is because it has no access to a strong burst heal outside of the resto staff options, and it seems ridiculous to have to equip an entirely different weapon and deal with the DPS loss just to have access to a substantial instantaneous heal.
I'm not saying that I want Vigor to be nerfed, not at all... But outside of class and weapon skills, mag users don't have easy access to a Vigor-type heal either. I've actually used Vigor on my magblade in the past, but when it comes to situations like vMA where you need that stam to dodge and block, that's not really an option.
