You can get away with really low mag regen even without ranged heavies and ele drain you do not need 2k regen by any means.
More Stam regen on mag is always better but again you absolutely do not need 1k if your smart with dodge rolls and blocking.
I main all mag specs btw so I'm not biased to Stam at all but those numbers are inflated imo

Have you ever played magicka build in no-cp? Blocking and dodging is almost banned there. You have just enought stamina for 2CC breaks since one cost you roughly 60% with 11k stam, which is base
Its absolutely necessary to put something to stamina. 1k stamina reg gives you 500stam/s. You have 5s immunity which gives you ~2500 stam back. One CC break costs you ~5k stam
Even 1k stam regen isnt enought for longer fights. I run 1100 (with continuous buff no-cp) AND dark deal (magicka to stamina) and sometimes it isnt enought
