And a two-hander on the other bar, you said - namely a bow. The other weapons you mentioned were all two-handers too. Have you tried no two-handers on either bar?

I've had problems with ESO CS before but they've been very good recently.
It's going to take time for someone to actually read your ticket and investigate it.Over 15 in game tickets raised now
Over what period of time?
Raising 15 tickets over the same issue is just wasting CS time and clogging up their system for everyone.
On the other hand if you've raised tickets previously which haven't been dealt with appropriately, you can complain to external agencies.
Since the game is buy to play, you will have spent money on it and be afforded due consumer protection rights - which includes the game being in good working order. Bugs can happen but you have a right to them being fixed within a reasonable timeframe. You may have grounds for a complaint to your local government consumer protection agency.
There's also Better Business Bureau. They're not a government agency or have any kind of power. But they can help to facilitate solutions to consumer problems. It costs you nothing to complain to them, except the time it takes to write the complaint.

OP I don't know if it'll help but my stamcro kept getting bugged as well(my shield was always up, even when not blocking) I couldnt bar swap, skills would not fire etc. 3rd ticket I was told to strip ALL gear and die either by falling or daggerfish. It "reset" my character and has been fine since.

That was actually the route I took. Thought it was bs at first, kinda like "did you reboot your xbox?" But it worked for me. Don't know why stripping all gear and skinny dipping worked but /shrug. 3rd ticket and 5 days I was desperate.
