Player sourced Oblivion Damage now deals its damage based on the target affected’s Max Health, with a maximum damage threshold to prevent them from dealing obscene damage against Elite type enemies. Oblivion Damage continues to bypass positive and negative bonuses, and cannot be Blocked or Shielded.
Decrease Health (Oblivion damage enchantments): The Max Health percent these enchants deal will now only scale with the enchantment’s quality (common, uncommon, epic, etc) but their maximum damage will scale in the traditional sense, where the value is based on your enchantment’s level and quality.
The maximum bonus of Health percentage these enchantments can do is 3.75% at Legendary quality, CP160.
The maximum damage they can deal is 4875 Damage.

That maximum value is only hit if the target have high max health, if they don't then the damage taken is gonna be lower. So it's a good way to kill tanky players but not as much for the average pvper

i thought the enchantment doesnt use that max health rule, only the enchant's level and quality? so it's reliant on both quality AND target max health?
i wonder how that'll play out.
@Wing that's not entirely true. Most tanks dont take full damage. Resists help a lot. As does blocking. Oblivion bypasses that. Not saying you will kill a 50k hp tank with oblivion only, but it will hurt.
Yeah honestly if their goal was to turn it into an anti pvp tank measure they failed miserably. As 1k damage on your average tanky build of 30k hp isn't going to be more, if any than the other damage enchants especially in non cp.

Conclusion: i dont think this is an issue at all. altho at PTS ive seen people concerned with vMA DW with...Soul Trap?
