If its the same issue I have had, you have to wait 0.5 seconds or so after pressing block to then dodge. But it appears they have done a bit more testing than I did.

idk, i dont even know if its happening to other people. I mean ive asked and they said yes but who knows. But it is happening to me on keyboard and gamepad, and its bad.

Yeah it happens on keyboard too.
But you don't have to wait a GCD ... it's like, 0.1 seconds or something. If you *immediately* skill + dodge, you get the "You are busy" notification. If you wait just a split second, it works fine. For instance, it's nearly impossible to reproduce using double-tap dodge because it's very hard to double-tap that quickly.
Also, it seems to depend on what kind of skill you're trying to cast. I don't seem to get the "busy" notification when canceling a ground-targeted ability (Barbed Trap, Shadow Silk, etc.), but I do when casting self-targed abilities (Vigor, Hurricane, etc.). On the other hand, I don't ever get the "busy" notification when casting Carve or Rending Slashes but I do when casting Soul Trap. It's quite strange.

Oh I know, I was playing on a pad as well. Often I would fail the cast then dodge a second time. I swear it threw some of my opponents off just cause I was dodging at odd times. nah not for me. ill try a few more things then im good. Its hard to test when you're at a disadvantage. you cant know if anything is good. playing on a pad vs a keyboard is already a disadvantage, one that im fine with and kind of enjoy tbh. but this? im watching people hit me with executes through dodge rolls, and i cannot. but ya the worst thing is trying to dodge something you need to. just makes it not worth it, if this goes live its a rip for console.
Not sure if this is related but I have been unable to immediately dodge out of immobilization skills. In some cases I have double tapped a direction key 3+ times before there is any movement while I’m just sitting there getting spanked unable to move. Yes I had stamina before anyone asks.

Oh and I fought you at least once, I was that annoying Bow/Bow DK that kept running. You eventually landed an onslaught combo on me.
Also this isn't just dodge roll but the game not casting skills that you have pressed is soooo annoying. My addons will recognize a cast such as a buff or vigor and show timers for these abilities but the game never actually recognized that a skill was used. It is most apparent when trying to dodge cancel abilities but I often end up double / triple dodge rolling and wasting stamina because abilities aren't going off. If you even watch the skill bar it shows that a button was pressed and just nothing happens.
