No, you're expected to capture the necessary keeps with some of your buddies and open the gates yourself. It's easier than you may think.

Anyway, once your alliance has most of the map, the gates you need will be open. Slot Rapids and sprint through the gates. Grab the shards you need. The LNG what I did to save time was let the guards kill me, and resurrected in a keep across the map near the other alliance and repeated the process.
All in all, it took me 30 minutes to get all 4 locked behind the gate. And that was because I was wasting time sneaking.

Literally any other part of the game would be better imo. I dont enjoy PvP in MMOs. I love PvP in shooters, but in MMOs is just not my thing.
But i DID achieve something. I got all the Skyshards now, as annoying as it was to do so.

Like you just said, it was END GAME content back in 2014 when the game released. ALOT has changed since then. Even then PvP was never the focus of the game. It's an important part of the story, but it's not a story that has any conclusion. There's no end to the story of the Three Banners War or even really that much of a questline. So no, even if Cyrodiil was the original endgame, it was still never meant to be a PvP game and certainly isnt today.
Maybe their original vision was for everyone to jump into PvP for the endgame after leveling up in PvE. But that design choice was naive, and they obviously realized that, because that's not how the game is designed anymore. PvE players dont always like PvP and vice versa. Expecting people to play the majority of the game in PvE and then do PvP for the endgame is not good game design. It takes two generally separate communities and tries to force them together, and that's one reason the game was not well received at launch. If you look at alot of reviews from back then, the lack of a PvE endgame was one of the main complaints. PvP is not a real endgame. There's only so much you can do there if you wanna keep things balanced. PvE does not have as big an issue with that because being overpowered in PvE doesnt ruin the experience for other players like it does in PvP.
That said, i'm not hating on PvP players. If that's what you like, good for you. There are other PvP-focused MMOs that i couldnt get into because i dont like PvP. But i love that they exist so that PvP players have something to enjoy. My point is that you should never mix the two as they have here. People who prefer PvE tend to HATE PvP, so it's annoying being forced to play it. Sure its not as bad as Destiny where every week you have to play PvP whether you like it or not, and every new weapon quest requires PvP, but having 15 skill points locked behind a PvP area kinda sucks. I was able to do it while only coming across a couple of players, but being a PvE player means i get nuked by players with PvP-focused builds, so when i do come across enemy players, they're rarely courteous enough to realize i'm only there for Skyshards. Luckily i did come across one AD player who realized i wasn't there to fight, and i was happy for that.
15 skill points is not a negligible number. That's substantial. And to force players into PvP for that just isnt right.

I don't think that gamers split themselves up as much as you make it out to be. I also don't think game companies see things that way either. That is why they continue to publish and develop both, together in the same games. Sure there are players such as yourself on the outside that only like one particular aspect, and ones on the other end of the spectrum, but I am inclined to believe that most fall in the middle somewhere. In both ESO and D2 they show that by working to improve all of their content, and add to all of their content.

Unfortunately, every game I have ever played that tried this approach soon discovered it doesn't work, some people just don't want to PvP.
In fact, across the MMORPG industry as a whole, only approximately 20% of players do engage with PvP on a regular basis. I suspect it is higher in ESO, but I doubt it gets anywhere close to 50%.
I too tried farming the Shards in Cyro, gave up; you don't need them,except for the achievement, and ZOS knows some dedicated Achievement Hunters will overcome theit loathing of PvP to get them, and that will justify their design choices.

So? This is a primarily PvE-focused game. PvP is more of an afterthought, tho still pretty fleshed out which i'm happy about so people do have options.
It's impossible to play this game PvP-only. You have to hit level 10 before you can play PvP, and all of the best sets are either found in PvE or crafted. The sets gained from playing PvP, especially Battlegrounds, are not that great, and take a long long time to gather compared to overworld/dungeon/crafted sets. At best you get a couple of pieces per Battlegrounds match, and no guarantee that you get the set you want or that you wont get duplicates. Sets gained from PvE are much faster and easier to farm.
Once you put together a build, sure you can play nothing but PvP from there on if you want, but if you started playing ESO just for the PvP, you picked the wrong game. It baffles me that there are genuinely people who started playing ESO or Destiny just for the PvP when they're obviously PvE games that happen to have a PvP mode.

honestly... this is not a difficult challenging achievement, unless you concider it challenging to just wait patiently for the right time and try not to get too angry at jerks that inevitably camp that skyshard behind the gates. and that is the main problem. for a primarily pveer this achievement is the opposite of fun. its the opposite of actual achievement. its a chore to get it over with and try not to hate it, or yourself too much while you get through it.
