    This question arose over the last days and we need some clarification:

    Does the Q4 DLC Dragonhold, which brings us the rest of Elsweyr, come for free for everyone who bought the Elsweyr-Chapter or do we have to pay twice (via Crowns or ESO Plus) to experience Southern Elsweyr?

    I know that usual DLCs are covered in ESO Plus and can be bought for Crowns but some folks said it will come for free for players that bought Elsweyr. At least the Q4 DLC which just gives us the rest of Elsweyr should be free for players who bought the Chapter. I don’t care about the dungeon DLC but Dragonhold is the continuation of the Elsweyr story and it would be pretty lame to cash in twice on that.

    Why? That would be like saying that "Murkmire is just an expansion to the Shadowfen zone included in One Tamriel, therefore it should be free for One Tamriel owners". Or "Clockwork City should be free, since it continues the story of Morrowind".

    You can fully enjoy Elsweyr without having the extra zone. DLCs have always been purely optional content, which has to be purchased separately, or can be had as part of an ESO Plus subscription. Just because it continues a storyline doesn't justify why you should be getting it for free as part of a separate product.

    The Q4 DLC is basically the missing part of the Chapter we had to pay for that just brought us 1/3 of the advertised Elsweyr (Reaper‘s March was already in game and Pellitine is the Q4 DLC).

    It’s the first year where the story of all four releases is connected and continues throughout the DLCs, so there’s that for your Shadowfen - Murkmire comparison. Morrowind - Clockwork City makes a better comparison but then there wasn’t really ongoing storytelling throughout a Chapter‘s cycle (ZOS stated this at E3 afaik).

    When you buy a book series, you`re expected to buy all the books separately if you want the whole series. It`s up to the author to decide how to divide the story between separate books. ZOS simply did the same thing with this year's story, by having it split in four separate segments that must be purchased separately.

    So... What about players that refuse to purchase Elsweyr? Do they get to pony up the crowns and skip straight to the end of the Season of the Dragon?

    Two more DLCs that will bring more bugs and more performance issues to ESO great.

    There is no content lock so yes, people can skip the chapter and go straight to the end if they chose.

    Murkmire was free to anyone willing to put in the effort for daily login rewards. Maybe they’ll do something similar here. Or an event like the one where we got the free Psijic house. Then the second half of Elsweyr could be free to those who care, and make a few $ from those who choose not to participate.
