Why? That would be like saying that "Murkmire is just an expansion to the Shadowfen zone included in One Tamriel, therefore it should be free for One Tamriel owners". Or "Clockwork City should be free, since it continues the story of Morrowind".
You can fully enjoy Elsweyr without having the extra zone. DLCs have always been purely optional content, which has to be purchased separately, or can be had as part of an ESO Plus subscription. Just because it continues a storyline doesn't justify why you should be getting it for free as part of a separate product.

It’s the first year where the story of all four releases is connected and continues throughout the DLCs, so there’s that for your Shadowfen - Murkmire comparison. Morrowind - Clockwork City makes a better comparison but then there wasn’t really ongoing storytelling throughout a Chapter‘s cycle (ZOS stated this at E3 afaik).

That was the rule before One Tamriel. Now the main quest line quests are given one after the other immediately (you need to leave the Harborage to receive next quest).The main quest line quests involving Tharn only show up once you reach a certain level (you get access to a new main quest every 10 levels or so if I remember). So even if you were to play it "the way it's intended to", in the order the quests are offered to you, you still would have met Tharn in Elsweyr before you ever meet him in the main quest line. The only way for these to make any sense is to reach level 50 outside of Elsweyr before starting Elsweyr.
