ZOS you are invited to try to play your game with the community in Cyrodiil, EU Servers - EU Primetime. You don't even need spells slotted, won't fire anyway.

— They always claim they’re “investigating” the causes, but in reality they’re just waiting until the PC EU players go to bed. Once that happens, you can suddenly log in again and they happily mark the issue as Fixed.4 -

EU prime time is during the middle of Zos' workday. Probably more towards their mid morning.
To OP, you probably need to post the campaign. More importantly, I do not think Zos needs to join in to know about the issues. They know. After five years it is clear they are just technologically challenged to remedy the situation.4 -

Everyone ever been on PC/EU knows that large scale sometimes works and sometimes not. Do players really think the Server has a mood ? He only computes what he gets

Well the software written is actually the problem here. If the net code is bad, hardware can't make up for it. NASA servers, as you mentioned, shouldn't be needed for this kind of computation. See gw2.0 -
