It's not balanced, it's not meant to be balanced and it's fun that way, and I don't even PvP.
But it makes me question some choices of updates past, especially recent ones that "balanced" races and skills. I mean, the current combat team lead is the former PvP lead, and it shows in choices. Bosmers no longer stealthy and no longer having bonus damage from stealth basically was intented to nerf PvP sniper builds to the ground. Argonians had too many immunities, so they lost one (the one that makes least sense, by the way). Altmers now regenerate their loest pool, generally stamina, so they can dodghe better or something like that, in PvP...
So, PvE took a heavy hit for the sake of PvP balance, and then, they introduce a fun, but completely OP weapon in PvP. Makes me wonder if they have any long term vision or if they just go for any idea deemed cool in the previous staff meeting.

Maybe the lead is not always perfect. But i think the hammer is here to take out the "deadly serious".

I ran with it for barely 10 minutes, and it was awesome. AD tried to stop me, running from Alessia to Sejanus. Me and some 3-4 friends stopped them, brutally. They respawned really fast and did what they should be doing, put the bridge under a complete mess of AOE. We had no healer, and Volendrung has no heals, so I died pretty fast on the bridge, trying to cross.
A friend carried right before me, all the way up from Blackboot, around the lake to Sejanus. He met no organized resistance, and kind of made an entrance through every keep wall we encountered, and then broke both front doors on his way out, before the keep was even turned. It was a blast, so fun, and we were literally "LOL'ing" over group chat.
Balanced? Yay and nay. You won't take down the Volundrung wielder anytime soon, if you are a few blokes trying to go against him. But if you do it like they did to me, sure thing. It's pretty easy.
I wouldn't say it's too "OP" either, in matters of strength. I had a kind of "Ultimate build", dedicated to nothing but building and dropping ultimate with most possible damage, and it did show when I "ulti bombed" AD - twice - on the slope down towards Alessia.
ZOS wants us to play group/large scale, obviously. And stopping Volendrung in the hands of a decent player probably requires at least a small group (some 10 guys or so) to do it promptly. I think it's pretty fun with this new element, as long as it doesn't end up in the hands of an "emp zerg". Then I go PVE instead. I can't take that ****.

Well, it's a zergling weapon to open keep doors and walls, and on Kaalgrontiid EU more often than not during the last week, you had people potato around with it because they didn't know how to use it or what it was good for, so the hammer had absolutely zero impact. I have seen it appear and vanish again without a single keep being attacked with it, several times during the last days.
What's totally broken about it is when the emperor wields Volendrung. I know the current emperor cannot pick it up, but if the leading player of a faction picks it up before he is emp, and then quickly captures keeps with it and crowns himself emperor, he doesn't drop the weapon. I've seen a player do this on the No-CP campaign, and going against someone who has ~70k health on NoCP, emp stat bonus and that weapon is simply impossible.
Like what some have already noted, yeah its fun and create moments of "terror" watching keeps flipped colour within seconds without any chance of defending. But you know what is not fun? When the emperor faction, often with the emperor in the group, wield that weapon with a zerg or two in tow, wiping out 3/4 if not all the keeps with zero chance for the other 2 factions to defend. All the other 2 factions can do is just stand and watch until Volendrung goes back to oblivion. You then gained a few of the keeps back. And voila, the blastard weapon is back and guess what! It is again back with the emperor faction again and rinse and repeat. This is when most will say f*ck this and just log out. So yeah, maybe Volendrung need to be a bit more "balanced".
