They could also be just markers.
it could be leftovers from extremely early map designs. the 'skyshard' label could be a marking for where to place a skyshard, etc.

Even in Cyrodiil, since you can still get around the instagib barriers there ...

There was also a gigantic OoB somewhere in riften, I don't quite remember where, and I don't know if it's still present, since it was years ago. I remember ending up in a phantom version of stonefalls, with building you couldn't get in, and no npc or mobs ..a cold, barren, eerie and desolated place.
The vast expense between riften and ghost-stonefall was some kind of gigantic red chess-board. Was quite unnerving, when thinking back about it.

There have been a few over the years i think its cool, someone got into all the vMA arenas some how that was pretty wild!!
