Leo, you gotta differentiate more. There's a big difference between PvP, PvE, abilities and class.
For players, magsorc is indeed overall the burstiest. Class was designed for it.
The single burstiest ability is the nightblade's Spectral Bow, however. For ultimates, Meteor has the biggest single-hit damage, but Soul Assault has higher burst dps over those four seconds.
For mobs I would say nightblades' Sap Essence is the burstiest move.

Curse>frag still a better combo tho than anything DK has.

Magwarden will have better tooltip on soul assault then necro. Magden have 6 % magic dmg passive , minor berserk and 3% more dmg for each animal companion ability slotted where You always slot atleast 2 (deep fissure and bird of prey). That is atleast 20% more dmg on soul assault. Also I think magnecro could still reach bigger burst with collosus ulti then with soul assault thanks to major vulnerability that ulti applies.

The best burst ability in the game is imho Haunting Curse, and not crystal blast/bow proc/molten whip. Curse hits for about 6k on a well build Magsorc in no-CP. It can crit for around 9k damage. It does this twice. So you have a single skill that does between 12k and 18k damage. It also cannot be dodged and application of the curse itself cannot be blocked. And since it's delayed, it is also layered on top of what ever else you fire at your target.
