Cyrodil open to non-PvPers?

I do not PvP, so I stay out of Cyrodil.(Puts Cadwell's pot on her head for all the rocks that will prolly be thrown at me for this post)
I DO collect lore books, skyshards, achievements, etc.
Right before I came to ESo, a few years ago, they opened Tamriel so that all factions could go all places.
Is there a chance that Cyrodil could maybe be open to all that did not wish to PVP, to simply explore? For a week? A day? A month?
There are numerous lore books, a few skyshards in Cyrodil and wayshrines preventing me from getting achievements.(I only need 2 skyshards to have all in Tamriel, but doubt I'll ever get them. )
I am prolly just too dumb to get through the gates of keeps belonging to other factions to get the skyshards I need.
I have checked almost weekly for 2 years now and other factions always hold the keeps for the ones I need (NW)
There are a few places you can get into Cyrodil…..Under 50, etc. Why not have a non PVP one?
Just an idea. My OCD is making me nuts at not being able to get some of those lorebooks and skyshards.

    Cyrodiil is a PvP zone, @CaemlynW, sorry.

    However, some of the lesser campaigns definitely have some off-peak times where few players are in there.

    So, be sure to monitor the campaign populations for your window of opportunity.

    there is no skyshards or lorebooks INSIDE enemy or any keeps.

    Just ride on your horsey to the location and get it.
    if you mean the skyshards behind the scrollgates then yes, youd have to get them when your alliance has pushed trough those gates.

    if not then rip, maybe try and get a pve group someday or guild group to siege keeps when the populations are low.
    then youll be pve fighting NPCS and not players mostly anyway and you can get to the enemy base easy.

    Many campaigns to choose from and sometimes a campaign is very quiet and easy to explore uninterrupted. And when you are crouched it means a player would somehow have to run exactly in your direction out of 360 degrees to even know you are there. I have never been seen by a player when I am crouching on a low pop campaign.

    I have been all over Cyrodil. I go to Imperial City a lot to make Master Writ items.
    I just cannot get past locked keep gates to get the 2 skyshards I need

    If you only need 2 skyshards then you must have been to Cyrodiil before.....

    Those last ones in enemy home areas are a bugger to get, you just need to keep your eyes on campaigns to see when those gates are most likely to be opened.....

    The keep nearest the gate needs to be under your Alliances control to open the gate...… even then getting through that gate solo can be difficult, good luck! :)

    For the same reason we do not have PvP in the regular zones we do not have a Cyrodiil with just PvE. Zos seems to have (have I have been told so) that it was a purposeful design to put certain skills behind the PvP wall. I expect the same applies to the 45 sky shards and 50 skill points locked into Cyrodiil. Especially since those 50 skill points actually require doing PvP.

    It doesn't have to be *your* alliance that holds those keeps, they just can't be controlled by their rightful owners.

    There's nothing stopping you from riding through those gates if the keeps are owned by the second opposing faction.

    You can go into Cyrodiil now and not PvP. Granted, you may be killed by another player, but you are under no obligation to fight back. I can hear it now though, "but I don't want to die." Relax, both you and your character are fine. Your armor doesn't even degrade from player kills, and other than Imperial City, nothing is taken from you. Now you may be inconvenienced if you are killed while trying to do something after traveling far to get there. On the other hand, you may be killed after you accomplished it, and now have a free port back to any friendly location on the map. You're pretty much just gambling with your time. If you keep off the main roads and don't stand around exposed for too long, you'll be fine more often than not.

    I think they should remove the PVE achivements for the skyshards in the PVP zone.

    Sure. I’ll let you pick the PvE zone to have achievements removed as well. Fair is fair.

    There are no skyshards inside keeps.

    No. Cyrodiil is designet to kill you again, and again, and again, and again.

    Just keep an eye for a campaign that has the most imbalanced population at a time (especially in the early mornings).

    In Cyrodiil it's the alliance that has most players in the middle of the night and 'caps' the entire map that wins, so it happens most nights across all campaigns.

    There will be a high chance, that all the keeps will be one colour (doesn't have to be your colour). If inner tri-keeps are taken, the gates will be open. Just get on the horse and ride there avoiding being anywhere near any keeps (or in a straight line between them if they are different colours). You don't need to solo all the guards at the gate. Make sure your horse stamina bar is full and gallop through them. Make sure to have some good heals and potions ready (or just cloak if you're an NB). NPCs will chase you for a while but it's pretty easy to outrun them. Avoid going up the shortest part to the skyshard (it could have enemy players riding to the gates) and there you go.

    There are no wayshrines. It is impossible to ever go to the other factions wayshrines. Ever.

    There are 4 gates preventing you from getting those 4 shards and a few books. It is difficult to go there. Best bet is early morning. While prime time the gates are usually closed, because it is almost impossible to conquer the key keeps.

    Everything else is doable for non-PvP players. Bring a few invis potions and maybe craft a set of Night's Silence and you can go everywhere and collect everything.

    Remember, if Red opens yellows gates, your blue can still go thru. Just be careful and keep a close eye. Each gate has a shard, and you can't get to both once inside. you have to exit and go in the other gate.

    Don't be afraid to come to Cyro. In worst case ur dead and need to go once again.
    And look on this from another side. When you are on travel in Cyrodil you need to have eyes around your head. It feels more like adventure than torture.

    I was just like you when went in to get my skyshard achievement. I wanted the skyshards for my home. Hated pvp, wanted nothing to do with it. I ran around in a low populated campaign. Got ganked a couple of times but it wasn't so bad. Decided I would try out some pvp in midyear mayhem. just took my usual pve mag sorc in there. it was zerg v zerg and it was crazy chaotic i killed a some people died rode back out died a gain rode back out killed a few.. everyone was doing the same we kept coming in wave after wave and finally took the keep. It was really fun. A totally different experience from ESO I knew before. The lag didn't even bother me because I was't just doing it for fun. it actually make it seem more crazy that so many people were having that effect on the server.

    I never understood it. Killing people is the same as killing NPCs. I just left Cyro. My kill/death ration was 104 and 5. [snip]

    Bring invisibility/speed pots when you finally get to rush through the open gates. Ya wouldn't want to get caught by anyone if you are not geared for pvp.

    As others have said, you are free to ride around and go get them. If you don't want to PvP, you don't have to. The worst that will happen is that some other player kills you and you have to ride back. Really that's it. Just a long ride through the country side.
