Anyone can learn Thu'um, right? The Dragonborn is different in that he can assimilate the shouts by using dragon souls, while regular jarls of windhelm need to learn it the hard way. That's what I understood from playing skyrim, as there is a whole order of grey beards who are using shouts despite not being Dragonborns.

The Greybeards spend YEARS studying ONE word. Shouts are composed of at least 3 words to reach full potency. That would be hard to reflect in the game unless we indeed all become dragonborns.

Or unless we get some Eve Online style skill line : start researching, wait a week / month / half a year before you can actually use it.

I don't think it's impossible because of us not being Dragonborn. Player characters have a tendency to be able to master any skill they set their mind to it within a year of being a novice, learning a couple 1-word Shouts, could still very well be believable if it was limited to just that. I mean we know Psijic time spells and that's almost just as exclusive.

The bigger issue I think is that the only way we could learn any bit of the Thu'um would have to be from the Greybeards, and the Greybeards strictly follow the Way of the Voice, which is a very pacifistic and peaceful mandate. The Dragonborn gets the exception that he/she can use it whenever they feel like it because they got the right to the Thu'um from Akatosh, not Kyne (in their belief), but I can't see the Greybeards teaching an adventurer the Thu'um because it would go against what Jurgen Windcaller wanted, unless that adventurer agreed to forsake their adventuring days and stay up on the mountain for the rest of their life.

The Nords used to use the Thu'um for themselves in wars before but Jurgen stopped all of that, teaching someone who has no inclination of staying peaceful would risk the Thu'um becoming a Weapon of War again, for good or evil. That's not to say a Greybeard or someone who learned from them can't at some point be like "yeah nvm" and leave, like Ulfric did, and still use the Thu'um thereafter, but to be even considered to be taught in the first place would mean the Greybeards would have to trust that that exact situation wouldn't happen - they can make mistakes of judgement, but I think it's pretty clear the Vestige isn't going to stop adventuring anytime soon and the Greybeards would know that.

So for this to work, either there would have to be a splinter group of Greybeards that left High Hrothgar and wants to teach the Thu'um to people again, forsaking Jurgen Windcaller's Way of the Voice (not entirely impossible - Talos tries it a couple hundred years in the future in a School of the Voice in Markarth, never heard anything besides the 1 line and it never was referenced in TES5: Skyrim so it probably didn't last long) or the Greybeards as a whole would have to deem that the Vestige is an exception, for some reason, or that the dire circumstances of whatever the plot is in the Skyrim chapter, deems it a necessity to being able to resolve it, a temporary - but intentional - break in the Way of the Voice.

So not impossible but very unlikely is where I would leave it as.
