Well not all skill points are necessary. For example skill points used to speed up research can be recovered, you cannot be both vampire and WW, some skill lines are redundant altogether (ex. Bow on a magicka character), and even in skills lines that are governed by the dominant attribute of the build, there could be plenty of redundant skills, for example Rapid Strikes for a NB. With about 400 you can spec pretty much everything you will ever need. I've done so on my Stamina DK, even speccing select destro staff & mages guild passives and skills that he needs for tanking. He is also a master crafter, and has all 4 stamina weapon skill lines almost fully specced and he's a WW (vampire requires fewer skill points). And that's pre-Elsweyr. That's why my previous comment was obviously ironical.

CP is a crutch for people who can’t sustain and want to be "tanky" so they aren’t immediately punished for making mistakes.

I’ll already not use the ones I collect in this expansion so a few extra are just more I won’t use.
There’s already more than enough to have all class skills, passive several weapon trees, armours and guilds and world along with crafting.
I’m a max crafter vampire Magika DD and Heal and have everything I need plus ledgermen, DB, TG passives I want/need and after this 20ish to spare.
Point being losing out on these 2 or 3 really doesn’t impact your ability to spend skill points based on what’s already there and this game is one of the more flexible MMOs when it comes to investing skill points across the board.
