It did make sense when VR16 was the max level. That later got converted into CP160 and the cap has just never been increased.
Not even back then it made sense. It should always have been max level (=50). Everything after should have been an entirely separated progression system not attached to gear.

They cannot simply remove progression from this game / put halt to progress and not just give something else in exchange. That doesn't work.

That's all fine and good... but they can't possibly pretend for people to have to redo all the farming of all the items they need for all their characters... it not reasonable.
Unless they go to gear tiers like other MMOs, where new gear suppresses completely old gear, is not possible to do what you imply and have people remain playing the game normally... at least, that's my own perception. The third or fourth time you have to farm for an inferno vMA staff again in the new level cap, you'd also be looking for a new game to play, else I won't believe you'd be being honest.
EDIT: That's basically the issue here... old gear has to perish and not have to be upgraded (like it was for a period of time when they raised level to VR14 and several sets weren't updated, IIRC everyone I knew hated that at that time...) or you'd have to re-farm the same gear again...
The third option, which is a new game mechanics for upgrading gear to the new cap, is not an entirely free of problems either, because it'd of course be a large grind on their own, which in turn means that, if the game proceeds to level content to the new gear powel levels, you'd not be able to do new content until you have the means to upgrade the gear, hence have to suffer through all the grind, in order to do so.
All in all, it'd have to be seen how they implement it... but it's fair to have misgivings about it, at the very least.

I think this is an artifact of the game before One Tamriel that was never removed.
Oh god no... that means the game ends for me if they raise the gear cap... I'd certainly not farm for every damn item again, and I don't see a way they'd introduce crafting levels without raising the gear cap.

I am hoping for some new potion names to be used for Tripots so the Crafting Writs quit taking them
However, ZOS knows that raising the gear cap would be the death of this game, and being a scaled game, would serve no benefit after the players quit in disgust. So, even if these names are still floating around in the game code, I am sure they do not point to new levels for gear.

I always thought it was weird that potions and food had a final rank of CP150, maybe this will address that?
Also, Dual-Stat glyphs could be interesting. A little bit more potent than Tristat, but not as strong as single stat. Might open up some new build options.
