It could just be non-gear based things, like the enchants and potions I mentioned, or even things like having a higher tier than gold gear. This would mean you could keep your CP160 gear, but have a higher quality level to work towards

Oh god no... that means the game ends for me if they raise the gear cap... I'd certainly not farm for every damn item again, and I don't see a way they'd introduce crafting levels without raising the gear cap.

New crafting tiers for Elsweyr would have already been announced. It's more likely that those are just old unused assets that never made it into the game.

They cannot simply remove progression from this game / put halt to progress and not just give something else in exchange. That doesn't work.
And to have a gear cap at a quite low amount of CP never made sense. What about removing CP from gear entirely and give us something else?

It did make sense when VR16 was the max level. That later got converted into CP160 and the cap has just never been increased.

Raising gear cap = halving the population. When you spend weeks to get your gear for just one toon for one role, nobody will be like "oh ok then, I'll spend gladly next year and all of my gold just to rebuild my sets collection".
So it better be something else, and please don't give us this crazy grind sheit like with jewelry upgrades.
