That's all fine and good... but they can't possibly pretend for people to have to redo all the farming of all the items they need for all their characters... it not reasonable.

You must be new to the MMO genre cause this is exactly what basically every other one makes the players do. They have to make sure people keep hitting content, even OLD content.
Not all "legacy discontinued junk" can be dumped because there are players that still actually have these items

New crafting tiers for Elsweyr would have already been announced. It's more likely that those are just old unused assets that never made it into the game.

If a gear cap raise ever comes (and Rich has already stated they are aware of the problems this would cause) I’m pretty sure ZOS introduces a conversion currency for the old items. Which will be rare drops on DLC Dungeon Hardmodes that are coming in grains and you need to refine 50 of them for a coating of conversion, where you need 5 of them to have a 100% conversion chance....
Also WOW works in an totally different way ESO does. WOW has fewer sets who are tiered, questing, normal and vet dungeons, trials in multiple tires. You must be new to current times.
Just because another game did it, does not mean ESO has to.
Playing the hampster treadmill, regrinding old content youve aleady done 50 times to upgrade gear you have already grinded for is not fun, interesting or compelling game play.
I have 15 characters, will soon have 2 more to do that content on when slots become available. We have events and people still do pledges every day. We do not need a gear cap to make people redo old dungeons
