A spawnable skill line is always going to end up in the buff-n-nerf maelstrom, please just don't waste anymore time on it.
Siegecrafting, crafted PvP sets, Sheo wiping out Molag from Cyro, terrain changes, breaking fast travel, adding mount speed to the roads and reduced speed in the wilderness, environmental RNG like Meteor Showers, uh angry boss mobs like Dragons spilling into Cyro, upgraded keeps,
Sheogorath himself, Hircine unleashing a horde of Werewolves, Lamae Bal turning into a daedra,
Anything but player controlled skill lines with mega weapons.

I agree. They can cycle out the weapons every 30 days too so the mechaic is there without wasting devs hours already spent too.
And let the towns be autorez between all the factions. add a couple m,ore towns.
I hope it remains. What is Elder Scrolls without artifacts. I hope they bring them all in. They could even fine tune how they are recieved and play around with integrating the lore into the context of a given artifact.
Anything that expands the elements of PvP at this point I think is a good thing.

They're cool for story arcs, but they're going to spend an unnecessary amount of time tuning them when they could have fixed the foundation and built it up.
