Sounds good to me. I doubt they'd want to make massive changes to the skill, but having it be a worthwhile DOT with an execute component - somewhat like Poison Injection - would probably work out.

its a niche skill, which is the only skill that fill this niche, so unless we get something else to fill soulgems, then NO
As a DoT execute it would just buff up those classes who already have executes. As a spammable execute it would proparbly disrupt balance between the classes so lot of rebalancing would be needed because of that.

Why not rework it into a magicka execute? That way there wouldn't be any changes to any of the major skills lines, and everybody would have access to a magicka exe.
Ideally you would make it a spammable exe, though you could just leave it as a dot (in which case it'd work a bit like a magi version of Poison Injection).
If you get the killing blow with it, it fills an empty Soul Gem. This way, you'll get that RP feel of securing their soul (as you secure the kill).
