Does anyone know where this book in Stormhaven is?

Hi there, I have scoured google and such to find the location of "The All-Beneficient King Fahra'jad" in Stormhaven.
I understand that prior to the recent implementation of the Zone Guides it was located in Cyrodiil, and likely still is. I know it would count towards the map completion if I went to Cyrodiil but I do not PvP, nor am I willing to just go to that zone for the book. So please no encouragement on that front.
I am just interested to know if anyone has found this book in Stormhaven, since the zone guide introduction, and could share the location.
