And what advantage would that be? It's already very easy to get more than enough skill points at that level, additional ones would only go to crafting or other non-essential stuff.

They can unlock and use all werewolf and psijiic skills and passives, which are only quest limited, and have very relevant PvP applications.
Under 50 PvP, which is already a hive of scum and villainy, will become even more of a wasteland than it is.
