And then installing the drivers. Should you choose to run this program, keep in mind that it is recommended you do it in Safe Mode and that you create a system restore point before hand.
After installing the newest beta drivers though, my fps has gone up noticeably. I would expect greater improvements as time goes on if it is just a driver issue.
I will try to get the driver version that my friend is currently using as well, and try that out to see if I see any difference, however he is currently taking care of an emergency and may be gone for over a day.
If anyone else having this issue is willing to try out the beta driver and see if it helps them as well it would be appreciated as it would help narrow down the possibility of other issues. To find the latest beta driver for Nvidia, the follow the link below and ensure the 'recommended/beta' drop-down box is set to 'Beta'

**EDIT** I should also mention that the game is now utilizing my GPU considerably more then it was previously, and very close to reaching its peak core speed.
What about amd? I have an AMD Radeon 8650g, ran fine before friday.
I haven't been having any issues, but have a 700 series graphics card.
I have a 780ti and an i7 2600K and I'll edit this post with my driver version when I get home, but I believe it's whichever driver was released yesterday, so probably a beta driver. I have the nVidia prgram set to automatically download driver updates for me.

I had the same issue as you. I have an i7 2600k and a GTX 680. In the game I had like 20-35 fps when looking in the distance, which is completely unacceptable for my machine.
I saw on some forum the suggestion to download openhardwaremonitor and check how the resources are being spent while playing the game. I didn't notice anything strange except that both my CPU and GPU were running at 90 degrees celsius and you don't have to be computer savy to know that's bad.

That sort of thing is usually a map bug (busted geometry makes your card spend some time contemplating the meaning of life and its amplified because of the water reflection), but it could also be caused by bad memory corrupting geometry in the system's RAM or the GPU's RAM.
One test for this would be to turn off water reflection and see if the problem still occurs or if its not as severe.

The only graphics setting that makes any difference for me is the draw distance slider.
Dropping this to 75 gave me a good 15 to 20 fps increase in some areas.
Not been in the pvp zone yet, but if I'm getting low 30's in Daggerfall etc. I dread to think what it might be like there.

50-60% gpu usage depending on the draw distance
grahtwood 29-39 fps max
drops to 0-12 in some places
ultra settings or low settings make no difference to the frame rates the only thing that even affects them is the draw distance
drivers are up to date doesn't matter how I configure my video settings it has minimal effect on the overall frame rate.
Changing my video card into Boost mode also makes no difference.
