I.... umm.... what?
I think I only did some deconning in Alinor once, but when I did I was specifically searching for this pesky NPC to see what people complain about, and he wasn't anywhere to be seen. I have run the delve quest but not main quests. Maybe that's why.

He's in crafting, I hear him most often when stepping from the writ boards towards the provisioning station.
That guy needs to go on tour, to a volcano, or maybe an underwater amphitheater.
He seriously gets on my nerves.

I have done that. He is still there singing when I log in to craft.
His singing doesn't bother me though so it isn't a big deal.
