The reasoning was that Altmer are a damage magicka race, while Breton are the magicka sustain race. If Altmer regen their current lowest pool, then after a few spells, Altmer would be dipping into the Breton territory.
Basically they don't want races to have both +dmg and +recovery. I think that's fine, they just did a terrible job with the Altmer passive in this regard.

What I Always find midly entertaining about this Argument of ZoS is that the Sustain races are allowed to have half the Damage passives of the Damage races but the Damage races are not allowed to have half the Sustain passives of the Sustain races. So they either shouldve applied that to all races or rethink this design Philosophy.
