I like the passives they way they are. But, in fairness to other views on the subject, I still wonder why they just didnt make the passive regen the CURRENT lowest pool (Mag or Stam not otherwise full), instead of the lowest total pool...

Seems they missed an opportunity here to make everyone happy.

Probably because it's easier for the server to calculate as the max values don't constantly change. I think the thought behind your idea is superior to what we currently have though, even if it is less "practical" from a performance stand point.
This Bosmer was tortured to death. There is nothing left to be done.

It's handy on my Altmer who uses the Templar heal that boosts speed. Handy bit of extra stamina when sprinting.

The reasoning was that Altmer are a damage magicka race, while Breton are the magicka sustain race. If Altmer regen their current lowest pool, then after a few spells, Altmer would be dipping into the Breton territory.

Basically they don't want races to have both +dmg and +recovery. I think that's fine, they just did a terrible job with the Altmer passive in this regard.

What I Always find midly entertaining about this Argument of ZoS is that the Sustain races are allowed to have half the Damage passives of the Damage races but the Damage races are not allowed to have half the Sustain passives of the Sustain races. So they either shouldve applied that to all races or rethink this design Philosophy.

    Politeness is respecting others.
Courage is doing what is fair.
Modesty is speaking of oneself without vanity.
Self control is keeping calm even when anger rises.
Sincerity is expressing oneself without concealing ones thoughts.
    Honor is keeping ones word.

The passive is insanely useful. People who can't see past that should just play something else.

Technically higher resource pool also helps sustain.
