I have given up on logic long time ago for ESO or most MMO´s for that matter, but sometime you can work around it, I think Legolas and shield surfing

    The definitive answer.

It's a garbage passive, devised by garbage minds.

    This was their first attempt:
Stealthy: Reduces detection Radius by 3m and Increases Damage Done in Stealth by 10% → Hunter’s Eye: Increases your Stealth detection radius by 3m. After you use Roll Dodge you gain 20% Movement Speed for 3 seconds.

It was wisely pointed out to them that stacking that speed with bow’s hasty retreat is bonkers.

    Second attempt
Hunter's Eye: Reduced the Movement Speed Bonus granted to 10% from 20%, but added a bonus to Physical and Spell Penetration of 1500 for the duration.
    Developer Comment:
    Spoiler
We heard your concerns of adding in a highly powerful movement speed bonus tied to Roll Dodging, as well as the performance of this passive in PvE versus PvP environments. We wanted players who are focused on damage to get a small boost out of this in situations where they dodge attacks, without adding more passive power to the race.

    Third attempt
    Wood Elf
Hunter's Eye: Increased the duration to 6 seconds from 4 seconds. This is to make up for the buff applying immediately as you Roll Dodge.

This looks disorganized and inconsistent, like someone didn’t have a solid vision of what they wanted and stuck something on the end to finish their homework. I’m sorry, that sounds rude, it’s just how I perceive it.

Hanging onto a change like this seems to me to be willful, just sticking with it just to save face.

Indeed just give 10% speed in shealth instead of penetration.

It would've made sense to have the buff apply from a critical hit

people complain about rolly polly PvP players ... so ZoS create a buff for a rolly polly pvp race and assign that role to Bosmer

whats next? ... a buff to a sorc set for jump spamming?

It's an MMO. Not a lot of things make sense, and if they did, we probably wouldn't like the outcome. I really like the dodge roll passive on Bosmer, and think it fits quite well.
If you REALLY need something to have actual logic behind it, perhaps when they dodge roll an attack they find a weak spot open to be exploited, hence the extra damage.

But what you have to remember is that Bosmer are on the low end for damage and the roll-dodge buff is mathematically weaker than other damage buffs. At best, against an opponent with exactly the resistance cap and a Bosmer having 0 pen aside from Hunter's Eye, it works out to be about a 4.5% damage increase. 50% resistance - 2.25% pen = 52.25% damage taken. So instead your 2000 damage attack does 1045 damage instead of 1000. For comparison, an Orc or Altmer would do (2000 + 248) * 50% = 1124 damage and not have to dodge roll.

As your base pen goes up, or their max pen goes down, the effective damage buff drops as well. And if they have anything above the resistance cap, well Hunter's Eye does practically nothing. Hell, a Nord just laughs at Bosmer, as does anyone who puts on a single piece of Protective Jewelry.

Bomser are basically Paul Blart, Cryodiil cop, except they make Paul seem good at his job.

And this is coming from a Bosmer main :(

kk fair... then more peneration while moving.... to fit lore....just roll dodge and 3 secs is not logically or useful.

It's useful in PvP if you know how to use it but oh well how would you know

It's a 10% speed bonus for a crazy amount of stamina. See my previous post about how pitiful and easily countered the damage component is. Especially compared to other races damage passives.

It'd be nice if Hunter's Eye just gave a flat no strings attached bonus to physical and spell pen. It would make wood elf an interesting option especially with the changes to the shadow mundus and how cp is allocated now. As it stands woodelf just has sustain. That doesn't cut it especially when you have good support in a raid backing you up.
