  If they are not bound then you can sell them. I have sold several pieces of unbound worm cult with no issues.

  I assume you are referring to Molag Kena's Touch.
  
  This is a named item that originally dropped as a Bind-on-Equip flavor item from WGT. It was originally not a part of any set.
  
  In late 2016, in the One Tamriel patch, this was changed, and the change retroactively affected all existing copies of this item. Molag Kena's Touch became a Bind-on-Pickup item, and it is now a part of the SPC set.
  
  The item was placed in the guild bank back when it was BoE, but now if you look closely at the item, it will now say that it's BoP.
  
  This means that the item will instantly bind to whoever withdraws it from the guild bank. If you withdraw the item, you will not be able to transfer it to any other account.
  
  If, however, you give the buyer access to the guild bank and let them withdraw the item directly, it will bind to them instead. Obviously, this is a hassle, and involves a lot of trust. Personally, I wouldn't bother with it unless you're selling the item to a trusted friend (in which case, I'd just give it to them for free).
  
  Edit: And in response to the person who mentioned Worm. This is different, because when Worm was made BoP, the change did not retroactively affect existing Worm pieces and applied only for the new pieces that dropped from VoM (however, the named flavor pieces from VoM, such as the quest reward from that dungeon, were changed in a way similar to Molag Kena's Touch).
