Your problem is that you think that all Russian-speaking players are only those who write in сyrillic in chat. There are more of us than you think, because most of us write in English or do not write anything. As an official translation we've getting only subtitles in videos from Bethesda Softworks Russia in YouTube (thanks to them). ZoS can't translate because of out of specialists, and the largest Russian localization companies pervert MMO projects, introducing pay-to-win system and just killing them with agressive donation. With all my wishes sometimes to understand speech without subtitles (some lines haven't subs, sometimes subs are bugged and don't shows), I don't want localization that will turns TESO into pay-to-win monster with pathetic 2-days-recorded voice acting.But you did not add at least Russian translation in game.

I've seen a very vehement and persistent attack on German guys. 'This is a common zone chat, English-only, go to DE zone!!!'See, in zone chat I see German, Finnish, Greek and some other languages I couldn't recognize, and I don't recall somebody ever have been asking them to speak English instead.

Agreed. Personally, I play in English, but a friend of mine use RuESO addon and he is quite pleased with its quality. I doubt that any official translation would be any better than fan-made one Russian community provide. Besides, have at least some respect to the enormous work people made without any mercantile interest.Your best option would probably be to get involved with the current addon that you spoke of, and help push it forward.
There is no point in the developer repeating all the work that has already been done in the Russian language addon, as it sounds quite advanced in its progress.

The lack of a Spanish language set has always surprised me a bit. It's a weird one to overlook, but, it's not there.

As a Russian player myself, I'm strongly against the localization. We have a very few professional voice actors in the industry, and for me latest Bethesda game releases that was localized here was a mess. I've changed the voice-over back onto English as fast as I could.
As for textual localization, we have RuESO addon. Consoles, sorry. But I still prefer vanilla language options, playing game in English ups your skills in it quite a bit because of constant need to chat with people, even if it's basic. I don't really understand how you can still avoid learning an international speaking language in 2k19, it's absurd.

I don't think you understand how difficult and time consuming learning a second language is. As someone currently learning Japanese, I can tell you it's not as easy as "just dealing with it"
