This is an interesting point. If this had happened to me, my first assumption would be that I see hundreds of items being withdrawn from my bank by someone that isn't even a member. If I were to report it to ZOS, from my point of view, the bug would be that someone outside the guild somehow got access to the bank.

That's why I described that aspect above as unlikely. The OP was incredibly brief in his initial account before then criticising ZOS, and I can't help thinking that we don't really have the full story here.

OP wants to figure out who stole the items but they can't because the tools don't provide that information.
OP gave access to a thief, it is that simple. I am GM in 1 guild, a senior officer in another and an officer in a third guild. All three keep a very tight access on the guild bank and gold. It is that simple. Incovienent at times but still easy to avoid even with ESO guild tools.
And what would you do in a similar situation? It was never mentioned that the OP didn't completely trust his officers. That is an assumption. You completely trust your officers, but there is never any guarantee this won't happen to you as well. If it does happen, how do you know who took the items? Do you blame all your officers and have them all be punished because of one bad one? What if it were a hack against a player? Trust doesn't even factor in at that point. Again, it's not about someone emptying the bank. It's about someone being held responsible and the proper tools are not in place to allow this.
Honestly when you have a leadership role in life you will understand this is entirely a leadership issue.
This is not a meteor falling out of the sky thing. OP made the choice who to trust, that is the issue.

Thank you for making assumptions about my life without knowing me at all. I do agree it's not the end of the world, but we will agree to disagree that ZOS is providing all the necessary tools to deal with the situation in this case.

I have had phone calls, skype calls, discord calls, discord video, written communications and even visited people in person. One can also search them online for background as to if they are at least real. It is actually fairly easy to establish a reasonable level of comfort as to who a person is.
It is very likely the OP knew absolutly nothing of the thief other than his in game identity AND from the post the same can be said of all the other officers who appearantly have/had full access to the guild bank. I am not trying to call the OP out, quite the contrary, once he/she understands they do have the power to manage this their gaming experience will be much better.
Who’s going to give a GM the sort of identifiers needed for an accurate background check? If one ever asked me for any sort of details like that, I’d nope right out of that guild in an instant, because holy creepy. Unless I’m totally misreading you, which I kind of hope I am.
One can also search them online for background as to if they are at least real.

I mean did you expect much from zos? Threads like this are always so telling about the community. Ya its your fault for giving people access to the bank, sure. You go into it knowing that there is a possibility you could be robbed. People get robbed by friends they have known for years ffs.
What isnt your fault is wanting to simply know who it is so you can kick them. Instead you are left with shutting the guild bank down for all of your officers or risk it happening again. This is a loophole that someone has figured out to get by the system that is in place SO YOU CAN SEE who is the person that cleaned out your bank and remove them.
If this situation is true then it should be a simple answer, zos should remove the person from your guild for you. They can see the records. If you cant see that this isnt whats supposed to happen then you're a fool.
Good luck getting help from zos though, they seem to over complicate things sometimes. But I would try to ask them to remove the person who did it, see where that gets you but dont get your hopes up.

ask for ur stuff back but dont ask for the name of the person. this is a difficult case since it was ur decision to make that person an officer and give him access to ur bank. who would do that ? havin ur guildbank open for people that u dont know well is a big mistake. they cant give u the name becouse of privacy rules.
seriously tho what did u write them to get such answer. writing u "are up to the guild to decide" when ur the guild leader. a guild is a monarchy.
