Keep in mind that a lot of stuff is going to change this year and we are certain to see some more big changes with Elsweyr that may again upset the racial hierarchy. CP changes we know are coming. I think it would be wise to not blow all your free changes right away, especially if you’re using a class that is going to be okay.
Yes, we get more gear with Elsweyr, think Summerset, CP will probably change a lot.Keep in mind that a lot of stuff is going to change this year and we are certain to see some more big changes with Elsweyr that may again upset the racial hierarchy. Pretty much this. Might be worth it keeping the tokens.

Orc is the best choice regardless of class.

You mean the race with zero sustain and that lost the 5% healing and 20% health recovery they use to have that helped them be tankier? An extra 2000 Stamina and 258 weapon damage only does so much. Redguard and Wood Elf both have considerably better sustain and 2000 Stamina. Dark Elf has 1875 Stamina and Magicka and 258 Weapon/Spell damage which means basically identical damage to Orc with much more Magicka sustain. And Khajiit while everyone is complaining about the loss of the 8% crit chance, I think the 10% crit damage is going to make more of a difference in PvP.

Might get some racial changes in Elsweyr.
Could even be an surprise like: OP Ohmes-raht is the missing major feature in Elsweyr
As they are OP they get nerfed on next dungeon DLC
