Lag, Bugged animations?

Hello, im having animation issues. Dont know if this is due to a corrupted installation or lag issues? I have reinstalled the game and is still broke.

-I dont think is lag because this "lagged animations" happen only with mobs, pets, and crouching people and my internet seems fine (arent firewall or antivirus issues)
-I have checked my ping and is around 150-220 (im from europe)
-if i type ping elderscrollsonline.com in cmd.exe. The results are Packets: Sent = 4, Received = 0, Lost =4 (100% loss)
I have sent 3 tickets to the support team (2 last week) and they dont help me.
How can i fix this, any idea? Thanks and sorry for my english
