Yup. They removed conversions. Did that for Morag Tong for folks who pre-ordered Morrowind too. You keep the style unlocked for the outfit system, but that's it. No more converting gear to imperial style to deconstruct it for, say, nickel.
Like I said, if that didn't prompt a refund - and it should have - racial changes won't.

The outfit conversions to Imperial, Morag Tong, and Divine Prosecution are free, though. I mean, dying them costs money, but the conversion is free if you have the CEs. So, that's still there, kinda, it's just a little different. Also, it is more flexible, because you could never convert drop sets to a different motif under conversions, but the outfit system doesn't care what you've got slotted.
Honestly people need top stop relying on cookie cutter builds and think for them self.

When you pay cold, hard cash for something, you are entitled to complain when it is given to everyone else for free later. My understanding is that Title of my rights to use the licence for the product described as "Imperial Edition Upgrade" was given when I received the receipt for the purchase of said licence.
An upgrade suggest an improvement on gameplay. Removing or replacing this improvement requires a refund. I WANT MY MONEY FOR THIS PRODUCT BACK and it should be done voluntarily as a gesture of goodwill to the players that actually paid for it. Nylon bag, anyone?

That's not really the point though is it? The point is the company has altered something the player specifically paid for. At the minimum players with the edition should be offered a refund.
