As someone else already said. Imperials are behind a paywall.
Of course they should not be the best race ever, because of that...But being the worst race will not motivate anyone to buy the imperial upgrade.
I was very excited for the new updates and the chapter but in the last few days ZOS managed to just frustrate me.

I don't think Imperial should be behind a paywall to begin with. I think this was a complaint very early on by many reviewers.

That would make them 1,65 + 1,82 + 1,82 = 5,29, so we would need something of 1,2 set value to bring them in line with altmer 6,5 value.
So let's look what altmer has...
2000 magicka = 1,82
258 Spell Dam. = 2
That means that their spell recharge is 2,68... this passive gives 95 stat per second... normal mag/stam recovery on set is 129 per 2 seconds, therefore it's 1,5 of set bonus value. That means that the funny 5% damage reduction while casting is 1,18.
So in this case the last part to your suggestion could be something like 150 stat recovery on top of that bonus magickawhich would be very nice
what's concerning is if we evaluate imperial like this
Right now imperial on pts:
2000 hp =1,65
2000 stam = 1,82
together 3,49
which means that Red Diamond passive is worth of 3 Set Bonuses, which we could potentially break into Block&Bash cost = 1 and Healing on direct dmg part = 2... isn't that Unbelievable? And it's even hard to evaluate that because there's a 15% chance... like you can heal every second or never in one minute... but with some imagination it may corellate to 260 HP recovery...

Yeah I don't like the whole proc chance. I absolutely hate proc stuff it takes skill out of the game.
So on your current character how much health are you getting from the 12% bonus? After the change you are going to get a flat 2K. How far off is what you are getting now compared to the 2K?
The 12% increase if from your base health. Not after all of the armor and things are added.
I suspect the difference will not be a as big as people are speculating. I have seen no one post PTS testing math. I don't have access to the PTS so I have to wait and see.
