There is no technical reason why they can't offer a class change token. They simply choose not to offer it because they think that levelling up multiple characters keeps people playing longer.

The new class being released in an MMO has been a standard way to bring back players or keep them playing.
From a business sense it makes no sense to allow people to be a Necro with 400 skill points, maxed riding and bank slots and 1200 CP on launch day.
