Running with a i7 4770k+R9 290, alot of dps drops to 30s too.
Its not affecting my 600 series card. So my assumption, which could be totally wrong. Is that this issue is only with 700 series drivers. I run this game maxed out. High/ultra and all sliders up without any issue. Far as the AMD guys go though from what i'm told AMD releases driver less freqently than nvidia. AMD guys might just have to wait it out.

GPU stands around 50% use... so I would guess there's something wrong with the game itself, cause all my other games takes full advantages of my gpu. ESO is far from being able to make a GTX TITAN sweat, and although my proc is not the best, I've seen people with far better proc having this issue.
I'm going to try latest nvidia beta drivers and see what happens.
Also, having a true fullscreen mode will help to gain some more stable fps.

wonder is this is an issue like diablo3 had. where people using mechanical drives had massive stuttering due to asset loading. I'm running the game on a samsung830 SSD. Also will confirm that the new beta nvidia drivers seemed to give about an average frame boost of 4-5 fps in ghratwood. so now we have people saying that the 600 series are having problems as well. this does not seem like a driver issue to me now. Seems there might be something else, being as not all 600/700 series cards are affected.

Just experimented with this, was outdoors, in Deshaan just outside Mourhold.
monitored the GPU utilization with different draw-distance settings. At all tested settings between 0-100 i got utilization around 90-95%. All other gfx settings at max setting, AA on.
The framerate seems to be hard-capped at 100fps, was getting steady 100 when looking at sky.
this was tested with a rig that has GTX 660 (driver version 331.82) and i5 cpu.
