No I don't, this came from a private source. And can be logically observed too.
Hasnt anyone noticed how a decrease in performance has been occurring gradually over the time? In their perspective, there are too little PvP players. Look at the way they handle anything pvp related in particular.
You are aware you are making yourself look like a lunatic in public with no context right?
I believe ZOS reduced the resources for Cyrodiil instances. This has been occurring gradually now for some time. In their view, there are too few PvPers. This is also why they've not even fixed something as simple as campaign rewards (still giving old sets).

Tbh I did not notice any decrease in PvP performance because the poor PvP performance is the reason why I don't PvP.
I'm watching @ZOS_GinaBruno respond to almost every other thread on the first page, except the PvP ones, good job ZO$

Hi everyone. First of all, you aren't wrong. We agree we haven't been communicating as much as we should on this matter (among others) and for that, we apologize. There really is no excuse.
The blame for pvp being the ignored step child is equally placed on both ZOS and the players. There is no way to seperate it out, players have been strait up cheating and exploiting from day 1, ZOS has basically let them and now we are where we are.

Tbh I don't consider it appropriate to blame cheating of a mere percentage on all players equally.
Fact is, on the players' side there are the ones that stick to the rules and the ones who cheat. On the providers' side you have Zeni who does not fix things and ... well, that's it.
I wonder how many "gamemasters" actually play in Cyrodiil either with their Zeni or private accounts? I'm thinking not too many TBH.

It is not the first time someone falsely, or mistakenly, claimed this game was billed as a PvP game. I can only imagine that it is a few people who saw Zos mention PvP and took that to mean this is a PvP game.

Or maybe they don't respond to to a thread that starts with an f-bomb.
- Update 23Ice Furnace: This item set now grants Spell Damage, rather than Weapon Damage for the 4 piece bonus

When's the last time you've seen a "Gamemaster" actually in the game? I remember when ESO first came out- there was a quest in Grahtwood where you had to turn into a monkey to move around. The quest was bugged- so a Gamemaster had to help us through it. That was 2014 and that was also the last time I've ever seen a Gamemaster. Now, it's "No ETA on a fix..."
It still stings every time I see the loading screen that says "Don't be fooled by imposters. Gamemasters will have a 'Z' by their name."

If you have not noticed but the whole gaming industry became about milking the players and not about great content. ZOS has shown it, by focusing more and more on crownstore and crown crates while neglecting quite a lot of other things. They chose to get the most money and neglect their player's happiness.
ZOS is not alone with it. Just look at blizzard, bethesda with fallout 76, bungie with destiny, EA ...
fast money > players

At least the first cinematic trailers were all about Cyro.
