Just abandon the quest and take it again until you get the scroll quest you want. Takes about 5 tries

The reason is simple. In the sheme of things you are a pleb. You dont choose what is the priority scroll at the time. The Grand Warlord benifits from numerous briefs and intelligence reports. He is an expert tactician with decades of experience conducting warfare.
Every quest he delivers is a small strand of a very complex tactical web. His decisions are final. Play your measely part in his game and be thankful you, for a brief time atleast, can be of use to him.
Class reps are just like our politicians. They promise mountains made of gold for us, but in the end, whenever they can they try to push their own agenda.
