The support page has been updated to state that pre-purchase through the ESO store is automatically registered, so in my case, I don't need to enter a Game Registration Code. Support did reply to me saying "there needs to be sufficient funds in the credit card etc used to set up the subscription plan", which there is in my case. I now await further instructions as to why I can not set up a subscription plan. Don't get me wrong, I want to enter a plan, I want to pay for the service, I just can not
