Yes, ZOS is working on a new game. That won't be out before 2021. They are just getting started this year. They just hired the Creative Director earlier this year and a lot of the team is still being assembled.. They have a long way to go.

While I expect that ZOS will scale back on the development of ESO, I think that they will start by dropping one of the quarterly dungeon DLCs. This will be to "focus more resources on the upcoming Chapter".

I think we will see Chapters through 2021. After that, TES 6 will be out and they can safely put ESO out to pasture.

No, I do not think that ESO will be seen on the new consoles. (other than any compatibility mode) In the end, ESO will be a PC only game.

Please no more Hammerfell for awhile...I feel like that's been more than covered for now, much like Valenwood and High Rock. Plus the desert is so boring.

If they keep up what seems to be the current rotation (EP > AD > DC?) then I'm guessing the next area will be Hammerfell. Better get it out of the way as quickly as possible as there's a likely chance of TES VI taking us there as well (check out Camelworks' YT channel), and in that case I don't think they'd want ESO's Hammerfell released in 2022 or 2025. With Bethesda's release schedule TES VI won't come out until 2023-2024, but by that time - and probably well before that time - it will be hyped to insanity already. And I just don't think ZOS is willing to give an area a try that is scheduled for a detailed RPG around the same time & already in the spotlights because of it.

After Hammerfell I think we'll finally see more of Skyrim (it could be Morrowind or Black March as well but we already have a chapter there, so at least Morrowind is very unlikely), and after that I'm hoping the area above Reaper's March - but I'm guessing it'll probably be Elsweyr (which I hope they won't touch as I don't think they can do it justice).

So;
2019 - Hammerfell
2020 - Skyrim
2021 - probably Elsweyr (but hopefully Gold Coast)

Of course, they could steer clear of Hammerfell altogether and give us High Rock instead.

1st one, will be a reskined, half filled map with recycled mechanics and frame rate issues.

2nd one, more server issue and more of a crown store update than a chapter.

3rd one, will be a full crown store exclusive, with zero new content added. Frame rates again dropping with no solutions in sight.

Hammerfell is extremely unlikely if TES VI is taking place there. Unless they want it to use it as marketing for TES VI.

We also already have a ton of Hammerfell content in the game:

It's also the last remaining area of Daggerfall and given the pattern of large Chapter-like content (Wrothgar - Vvardenfell - Summerset), Hammerfell is likely
