for the sewers:
a full pve version of the zone so i can FINALLY do the story quests and explore at my leisure and not have to deal with silly pvp nonsense.
a teleport to enter the sewers directly so i dont have to traverse through a zone full of silly pvp nonsense.
for cyrodiil:
a full pve version of the zone so i can do delves, anchors, fish, collect, do quests and not have to deal with silly pvp nonsense.
the whiny pvp’ers hate this only because us carebears are easy prey and we wont be in those zones since we will have OUR version for US. and then those whiny pvp’ers would actually have real pvp’ers to give them a true fight.
but then again, thats just gonna ruin pve even more as those whiny pvp kids will just get more things nerfed.
the only solution is to just remove pvp from eso.

The telvars are outdated IMO, no one needs them anymore. It is too late to remove the loss, it won't revive IC.

I go to IC all the time. Its the best DLC. The glory days of huge battles in the Arena district were the best. Zos ruined this by making capturable districts and stop respawns. Some thing that nobody asked for or wanted which is the Zenimax MO.
If I could wayshrine direct and not have to enter a Cyrodiil campaign, I might go.
If I could wayshrine direct and TV actually had value and yet could not be stolen, I would probably go.
If I could wayshrine direct and not have it a PVP zone (even without TV), I would certainly go.
But as long as it remains cumbersome to access, has pathetic rewards, and encourages the worst type of PVP (ganking) - I'll never go.
A seperation of PvE and PvP.
And no, I'm not a carebear. I like it when it's either or, not a horrible amalgamation. You cannot build for simultaneously PvP and PvE without sacrificing a lot. If I want PvP, I don't want PvE. If I want PvE, I don't want PvP. You have no choice in Imperial City. It must be fun fighting a player (or capture a point) when you have to worry about 60 Xivkyn with a Daedric Boss attacking you...Or trying to fight said Boss while someone decides to gank you.
I've never completed the story of Imperial City just because it's PvE/PvP. Usually I get distracted because I get into PvP combat too much. I just searched up the story to save me time.

Going to IC with a PvE char:
Pros:
- Tel Var. Stuff you can buy for Tel Var is not very rewarding, and the risk of losing the progress of an hour of farming makes it unattractive, esp. the psychological side.
Cons:
- When dying to PvP, no rezzing on the spot. You have to backtrack all the frigging way, esp. in the sewers.
- Dying to PvP. Even if I thought that it's no big deal, why risk it at all?
- The rewards aren't worth it.
Going to IC with a PvP char:
Pros:
- Tel Var. See above.
Cons:
- Have to stalk in ugly sewers for a long time to find people if farming for player Tel Var. I could've spent my time better.
- PvP is not different from Cyrodiil except there are fewer people. So why go to IC if I can have the same but better in Cyrodiil?
- Not much fun unless you're hard into ganking.
- Zerging keeps in Cyrodiil requires more skill than ganking PvErs in IC.
So to answer the original question:
Separate PvP and PvE.
