Yes, done that in PvE, level 20 something stamblade with caltrops after double AP and most of the skills. Quests still give you AP and rewards while healing also give AP too.

1.) as i said, tanking does not net you anything near good AP. try it out. do it. i bet you haven't. make a tanky build. see how much AP you get. He's not healing anyone but himself. you dont get AP for selfhealing. and why make a build like that for questing? it's not gaining you ANY advantage over a standard zergling.
2.) Dont ignore exploiters, but in this case he's not gaining ANYTHING. he's not having ANY advantage but being very tanky. and see my above point about what being tanky does with AP.
3.) This is completely unrelated to bots, and Bots DO hurt, they're hurting the economy and item supplies.
