That's not the case. The 10-ticket limit being displayed for non-ESO+ people was a bug, and it's been changed to 12 for everyone.

That's quite an assertion. Perhaps it was that way, but I suspect it could just be the fact that there are other account-wide currencies where ESO+ players can hold more (transmute crystals) and so this got coded incorrectly.

Or maybe they store in the database a max of each currency for ESO+ and standard. Maybe both were at 10 and they realized they need a max of 10 because of undaunted event that will give 3.
So someone changed for ESO+ but overlooked standard.
There is no evidence for or against done nefarious plan. I doubt anyone would subscribe for 2 more event tickets.
