Elsewhere is a pun on the name people often use tho. Alliances don't really have a significance at this point as far as content releases is concerned.

When the data set consists of two points, I am not sure what would be considered usual.
I do agree that Covenant is most likely, but not because Morrowind is EP and Summerset is AD. I believe that the location of TES 6 is decided and that ZOS will stay away from it. I think Elsweyr is where TES 6 will take place.

I think it was confirmed somewhere that we will get 2 dungeon DLCs per year from now on, maybe we will get a Khajiit themed dungeon to go with Baandari crates. Or, because the next chapter is "the most ambitious yet", and the Baandari are travelling traders, maybe their crate season is a long run up to an Elsweyr chapter. I have no idea, but I want to see Elsweyr at some point.

The only thing holding us back from another Hammerfell zone is that we already have so much Hammerfell content in the game (including 2 DLC):
Stros M'Kai
Alik'r Desert
Hew's Bane
1/2 of Bangkorai
1/2 of Craglorn
The Khajiit, on the other hand, are the most underrepresented race in the game (with respect to explorable territory). They just have a starter island and half of a zone.
