I can confirm that Dragonstar Arena counts as an arena, just like Maelstrom does. It's pretty easy on normal, even for just two mediocre people.

Dremora plunder skulls are a new wrinkle in this Event so I don't think anyone knows for sure.
It would either be 2pm GMT ... 24 hours after the event started.
The other option would be similar to the daily rewards: 24 hours after looting your first plunder skull.
Let's hope it's the first option.

Easiest dungeons to solo or duosAmong the base 16 dungeons, the hardest to solo are:
- Fungal Grotto 1 -- no real mechanics to worry about, but AoE is a must for the mudcrags.
- Banished Cells 1 -- no real mechanics to worry about, but a ranged attack makes dealing with the last boss' healing balls much easier. (Unlike harvesters, he only gets them one at a time.)
- Spindleclutch 1, in normal mode only, because it's very hard to avoid the final boss' cc, and in vet mode that's commonly an instakill.
- Elden Hollow 1, Wayrest Sewers 1, Darkshade Caverns 1 -- no particular mechanics to worry about, but the fights in general can be a little harder than in the very easiest dungeons.
- Vaults of Madness, but only for duos, because the first boss has a mechanic that makes him hard to solo. (And the second boss is a harvester.)
- Direfrost Keep -- it has a forced duo mechanic, although there seem to be exploits to get around it that ZoS doesn't mind you using.
- Blackheart Haven, because there's a mechanic that disables one player for a long time.
